Islamabad, September 12, 2025 — Pakistan People’s Party (PPP) Chairman Bilawal Bhutto Zardari has urged the federal government to declare a climate and agricultural emergency in the wake of devastating floods across the country.

Bilawal welcomed the government’s initial step toward addressing PPP’s call but expressed concern that relief has yet to be announced under the Benazir Income Support Programme (BISP) for the worst-affected districts, including Gilgit-Baltistan, Khyber Pakhtunkhwa, Punjab, and particularly South Punjab.

“This delay is incomprehensible. The government must immediately seek international assistance through the UN and other mechanisms as is standard practice in disasters of this scale,” Bilawal stated on X.

He noted that such appeals were made during the 2010 floods and the 2005 earthquake, stressing that countries worldwide initiate this process within 72 hours of a disaster.

PPP has also demanded:

  • Waiver of electricity bills for families in submerged areas.

  • Immediate cash relief to victims through BISP.

  • Formal international appeal for aid to ensure millions of affected citizens are not deprived of global assistance.

Echoing the chairman’s stance, Aseefa Bhutto Zardari reinforced the party’s demands, saying:

“Chairman Bilawal Bhutto Zardari has demanded the federal government declare an Agriculture Emergency, waive electricity bills for flood victims, and engage international organizations for immediate relief and aid.” (Source)

PPP announced that it would present resolutions in all provincial assemblies, the National Assembly, and the Senate of Pakistan to formalize these demands and press the government for urgent action.
