PPP's Budget Support
By Sania Kamran

The reasons behind supporting the federal budget 2025-26 by Pakistan Peoples Party (PPP) is because of some provisions and changes made in the budget that cater to the PPP’s core objectives focused on social welfare, economic equity, and fiscal responsibility.
In the midst of deepening political hostility where more emphasis is placed on partisan divides rather than serving constituents, Bilawal Bhutto Zardari and his Pakistan Peoples Party were able to maturely and constructively stand behind supporting the federal budget for 2025-26. While this move might be viewed as a misguided opportunistic decision, it actually reflects steadfast commitment toward economic equity and social justice, principles deeply aligned with PPP since their beginning.
As we recall Chairman Bilawal's address to the National Assembly where he highlighted the party's rationale for supporting the budget, it indeed makes sense because the commitment is only valid if the extensive changes demanded by PPP are adopted. The party’s flagship doctrines center on economic social support, and incremental steps suggesting movement in this direction should be welcomed.
The most striking feature of this budget includes an increase of 20% to Benazir Income Support Program (BISP) which was initiated by the PPP's government and remains one of its most flagship programs. For Pakistan’s most disadvantaged and marginalized groups, this rise serves as a measure of relief and financial assistance.
Chairman Bilawal rightly pointed out the previous government's attempts to undermine BISP, and it is heartening to see the current administration recognizing its importance and working to strengthen it.
Moreover, the government's decision to double the tax exemption ceiling for the salaried class from Rs. 600,000 to Rs. 1.2 million per year is a significant relief for middle-income earners grappling with rising inflation. By ensuring that those earning less than Rs. 100,000 a month are exempt from income tax, this legislation provides much-needed financial breathing room for families striving to make ends meet.
The PPP's commitment to sustainability is also evident in its opposition to the 18% levy on solar panels. By advocating for a reduction in this tax to 10%, the party has not only promoted the use of clean energy but has also lowered energy costs for both businesses and households. This move is a win-win, benefiting the environment while supporting working families.
In terms of justice and fairness, the PPP has raised valid concerns regarding the Federal Board of Revenue's (FBR) broad arresting powers. The reforms that emerged from these discussions, which prohibit arrests during the inquiry phase and ensure that legal action is only taken in established cases of significant sales tax fraud, are crucial. These changes protect law-abiding taxpayers from unwarranted harassment and ensure that justice is served fairly.
The PPP's dedication to regional equality is further demonstrated by the restoration of funding for public universities in Sindh, which had previously been at risk. This commitment to education is vital for the development of the region and reflects the party's belief that no area of the country should be left behind.
Additionally, the transfer of development projects from the Pakistan Infrastructure Development Company Limited (PIDCL) to the Public Works Department (PWD) ensures local oversight and execution, fostering greater transparency and efficiency in public infrastructure projects. The PPP's financial support campaign, which includes a 10% wage increase for government employees and a 7% rise in pensions, addresses the urgent needs of both working and retired citizens, further solidifying the party's commitment to the welfare of the people.
The PPP's support for Finance Bill 2025 stems from a commitment to advocate for the people of Pakistan, and certainly not out of misplaced allegiance. Each concession won is a triumph for the working class, oppressed women and children, as well as the populace of Sindh. It was aptly noted by chairman Bilawal Bhutto Zardari that the PPP has its own reasons in supporting this budget and it has its own politics and negotiations to achieve an equitable economic outcome for all Pakistanis.
It goes without saying that the PPP does not aim at achieving mere political milestones; rather, it aims at transforming the lives of citizens so that progress is inclusive. Especially when tangible results seem hard to come by due to relentless political posturing, we must regard this approach put forth by PPP as light towards that more fair tomorrow which most hope to see.
